The radiator cap keeps the coolant in the radiator closed and under pressure to keep the engine cool. The cover includes a coil spring stretched between the wide and flat metal top side and the smaller rubber seal on the bottom. The tension between the spring and the rubber seal allows the cap to hold the pressure. If this tension is absent, the cover is worn out and must be replaced.
